Opaque standards

Exhibit found at Hanover fair demonstrating bad practice: IEC 60364 states that a PEN conductor shall be insulated. Earlier versions made the exception that this was not necessary inside switchgear cubicles. What was meant was a protective layer against electric shock through accidental touch, but what was largely understood was that the PEN conductor, since it incorporates a PE conductor, can be fixed to the rack directly (conductively).
