Domestic Tradable Quotas (DTQs) assessed

The Tyndall Centre for Climate Change has recently published a formal assessment of the DTQ scheme, according to 3 E's: equity, effectiveness and efficiency. It finds that the scheme may just be equitable, technically feasible and publicly acceptable. And while it may be controversial and costly to introduce, its efficiency should be seen in the context of other scheme. Even when more costly, DTQ may be justified because of the other benefits they produce. The report is based on literature and desk research. While it has been widely communicated, it lacks a peer review of consultation process. It's an initial feasibility assessment, i.e. the start of a process rather than its conclusion.
