The current state of European emissions trading

The International Emissions Trading Association (IETA) regularly issues a detailed overview (Word, 345 kByte) of the current state of affairs regarding emission trading schemes in 27 European countries (25 member states of the EU plus Romania and Bulgaria). It describes the general status of the National Allocation Plans 2008-2012 (NAP-2), but also includes many other important aspects such as the overall CO2 caps, which installations are included in the program, the mechanisms used for allocation, if auctioning is organised, the base years used for calculation, etc.
While the overview is quite elaborate, no reference to energy efficiency is made. The overview clearly shows that Europe is not yet finished with this program; several key elements are still waiting to be developed. In particular, it highlights that the new member states of the EU seem to be behind schedule.
