Lively, Mark

Mark Lively is a consultant specializing in economic models involving electricity and natural gas.  Most of his work has been with utility rate proceedings analyzing class cost of service studies and rate design.  He began his career with American Electric Power Service Corporation in New York City, then spent 15 years with the Ernst & Young Washington Utility Group.  His clients there included Reynolds Metals Company, Exxon, Gulf States Utilities, and the Texas Study Group on Cogeneration, for which he designed the economic model adopted by the Texas Public Utilities Commission that ended the impasse between Qualifying Facilities and Houston Lighting & Power.

Since 1991, Mr. Lively has been self employed.  His clients have included Tampa Electric Company, Houston Lighting & Power, the D.C. Office of People's Counsel, the Pennsylvania Office of Consumer Advocate, and the City of Calgary, Alberta, Canada.  His testimony before the DC Public Service Commission led to one of the few instances where a regulator found that a proposed merger would produce greater savings than had been forecasted by the proposed merger partners, the DC and Baltimore utilities.  He has testified before several commissions and traveled extensively for his work.  He has a SB in Electrical Engineering from MIT and an SM in Management from MIT Sloan School of Management.
