Part 01: Energy and Climate Policy Strategy

Due to the EU Directive on emission trading and the Kyoto mechanisms, the guidelines of the Finnish energy and climate policy were revised. This work was completed in November 2005, when the Finnish government submitted its long term strategy on energy and climate for parliamentary review in a document entitled 'Energy and Climate Policy Outline for the Near Future: National Strategy to Implement the Kyoto Protocol'.

The strategy presented the government's objectives for energy and climate policy. The report specified how the government planned to meet international and domestic requirements for reducing greenhouse gas emissions, including its emissions target for the first commitment period of the Kyoto Protocol, such as through investment in renewable energy sources, energy conservation and the physical and purchased reduction of greenhouse gas emissions.

According to projected energy consumption trends up until 2025 that were outlined in the strategy, the diversity of the Finnish energy system and the security of supply are to be preserved, or even improved. Moreover, the volume of indigenous energy sources, and their share of total energy consumption, is to increase during the period 2005 - 2025. The share of renewable energy sources is projected to increase markedly: on the whole, the share of bioenergy will also rise. Imported energy is to account for a smaller percentage of total consumption, mainly due to the substantial fall in the amounts of coal and oil used.
