Cost pressures in liberalised markets may lead to lower prices, but this should not be at the expense of a lower quality of supply. This requires performance-based regulation, allowing network companies to optimise between cost and quality.To support such process, a classification scheme for power quality is needed, summarising complex PQ phenomena in a few simple measures. This paper proposes such a simple and transparent method, labelling performance on dips, flicker and slow voltage variations with an 'ABC' scheme.
