Shortly after George Bush declared that the U.S. would not adopt the Kyoto Protocols, the City Council of Boulder, Colorado declared that the City would. Since then, a number of activities have taken place to achieve the aims of the Kyoto Protocols. A committee called the Boulder Renewable Energy and Energy Efficiency (BREEE) Working Group was formed of energy professionals, City officials, and concerned citizens.

What are the drivers of businesses’ energy-efficiency investments? Energy audits trying to promote, on a voluntary basis, energy-efficient technologies generally identify a significant energy-saving potential achievable in a cost-effective way. In addition, public support is often proposed in the form of subsidies, low-interest loans or fiscal deductions. Still, on average only 30‑40 % of recommended energy-saving measures are implemented by companies on the demand side. Using neo-classical finance investment theory, energy economics fails to explain this situation.

In a report presented to the Finnish Parliament in Spring 2006, Finland's Ministry of Trade and Industry recommended the extension of federal subsidies for energy audits and analyses. Industries and installations participating in the European Union Emissions Trading Scheme will continue to enjoy access to such subsidies, as will installations refraining from participation.

The Energy End-Use Efficiency and Energy Services Directive (2006/32/EC)
A concise overview of all its aspects
Directive 2006/32/EC was adopted by the European Council on 14 March and entered into force on 17 May 2006. The member states have now two years to transpose it into national law. Its full name is the Energy End-Use Efficiency and Energy Services Directive, but it is often referred to as the Energy Services Directive or sometimes as the Energy Efficiency Directive.

One of the concerns about the economical development, and especially the tremendous growth in China, has been if it is bought at the expense of environmental degradation. Now China has published an estimate that at least 5% of the GDP is wasted. Some 3 % was pollution losses and another 2% was spent on pollution treatment. According to the Chinese this is the first official figures on green GDP and will set a standard, though the material is still incomplete.

Is psychology one of the factors we forget when we lament over the low implementation rate of energy efficiency measures? Audits and assessments are often delivering a list of measures to be undertaken in sequence and ranged according to profitability. The problem however is that these lists lack context. The facility managers may have no problem to take the advice but in the business there are many other concerns than just energy and energy bills.
