The European Institutions are declaring a new commitment to strongly enhance the uptake of energy efficiency in the European Union. New Directives have been formulated (e.g. the Directive on promotion of energy efficiency and energy services) and the Green Paper on energy efficiency was issued to act as a catalyst to this renewed policy uptake.

Energy efficiency measures can be tailored to suit different customer segments, with a comparatively wide range of returns on investment. ESCOs are thought to be a key player facilitating the practical implementation of energy-efficient measures. However, limited awareness of end-users about the available technologies, as well as concerns on the availability and ease of obtaining funds to finance energy-efficient measures are limiting the diffusion of such technologies.

Well you may know them by the name "White Certificates" as they are referred to in the Energy Service directives (Energy Service Directive April 2006.pdf).
But in the U.S. the same idea, used or considered in some ten states as reported by ACEEE , is known under the name "EERS". ACEEE has studied also four European applications in the U.K., Italy, Flemish Belgium and France.
