The Israel Electric corp. deployed a nationwide Power Quality Monitoring System (PQMS). The PQMS monitors the quality of supply of all of its high voltage costumers, as well as a sample of its medium voltage customers. The PQMS monitors both the voltages and the currents. The PQMS has been operational since October 2005. The paper presents preliminary measurement results obtained from the PQMS.

The paper presents the authors’ approach to design and construction of power quality parameters recorder conforming the requirements of IEC 61000-4-30 standard. The recorder was designed and built according to the measurement algorithms developed by the authors. Modeling of the applied algorithms and analysis of their sensitivity to variation in some parameters were carried out in a Matlab-Simulink environment. Algorithms for measuring modules were subjected to comprehensive tests verifying their correctness.

Demonstrating poor quality
For electricity consumers in India, supply interruptions and low voltage levels are a constant source of concern. Utility companies recognize the problem and are now making major investments to improve Power Quality (PQ). However these improvements are coupled to tariff increases. To verify if real PQ improvements have been made, effective monitoring of the supply quality is crucial. Monitoring also helps track the sources of interruptions and enable comparisons of PQ at various locations.
Governments and regulatory commissions in India use IEEE developed reliability indices such as CAIDI, SAIDI, and SAIFI. These indices require extensive measurements and complex calculations and their use is still in an initial phase in India.
Prayas has now developed a complementary tool, the Electricity Supply Monitoring Initiative (ESMI). Prayas is an Indian non-governmental, non-profit public charitable trust involved with health, energy, learning, and parenthood initiatives. The concept of ESMI is to execute basic monitoring of supply continuity and voltage levels at ordinary consumer locations, in order to get an idea of the actual situation in the field and to increase the accountability of electricity utilities. A data logger records the supply voltage at one minute intervals, as well as the timing and duration of supply interruptions.

This work addresses the influence of the PQ-monitor connection on the estimation of voltage dip site and system indices. Voltage dip indices are estimated for a set of events obtained from simulation and measurement of voltage dips. The simulated dips are obtained applying the method of fault positions on a large transmission network and the measured dips come from a one-year survey realized on three buses of a sub-transmission and distribution network.

Monitoring power quality often seems the solution for power quality problems. However, in order to solve power quality problems something more than simple installation of power quality monitors at the site is needed. This article attempts to dissipate any doubts of engineers about organizing a monitor program to solve power quality problems. It can be organized in three programs: an overall power quality program, the power quality survey and the immunization program. In all three programs, monitoring plays a decisive role.
