Binu ParthanBinu Parthan, Deputy Director General of our partner The Renewable Energy & Energy Efficiency Partnership (REEEP) declared that “REEEP believes that the project-by-project determination of additionality in the current CDM procedures for clean energy technologies does not have the intended effect. REEEP calls on those responsible to categorise all renewable energy and energy efficiency technologies as additional, i.e. to pre-determine additionality at the technology level.

This webinar will briefly introduce the Renewable Energy and Energy Efficiency Partnership (REEEP), which is a Vienna-based international organisation that funds small-scale projects designed to accelerate the growth of renewable energy (RE) and energy efficiency (EE). The seminar will then look in depth at the reegle.info web search engine, a public resource developed by REEEP and REN21, as an authoritative source for high quality information on both RE and EE.

In partnership with REEEP/SERN.
In remote areas of developing countries, access to sustainable energy systems remains often unaffordable for inhabitants. Therefore, special energy supply models and regulatory frameworks adapted to the context of off-grid rural areas need to be implemented to support the dissemination of these systems.

Support for renewables is becoming a worldwide trend.
Thanks to our partner REEGLE, we have learned that South Africa is willing to introduce a Feed-In Tariff scheme. It is proposed that by 2010, the amount of electricity produced from renewable energy technologies shall be no less than 10%, reaching 20% by 2020, a standard figure around the world (EU, Australia, etc.). Eligible technologies and plants would be small hydropower <10 MW, solar pv; solar csp, wind, wave and tidal.

A new training package on “Sustainable Energy Regulation and Policymaking for Africa” is now freely available via the REEEP website. Developed by UNIDO with contributions from a number of organisations, and co-funded by REEEP, it provides an introduction to the key issues relating to the energy market and energy regulation as they affect sustainable energy.

The twin pillars of a sustainable policy
Any serious vision of a sustainable energy economy requires major commitments to both efficiency and renewables. Up to now, most policies and programmes for energy efficiency (EE) and renewable energy (RES) have been deployed separately. Significant synergies between both pillars can be realized however by combining these two policy agendas.
Last May, the American Council for an Energy-Efficient Economy (ACEEE) released a report on this topic.

There is a growing impatience among world leaders that existing structures and institutions are not responding to the climate issues as they should. Only this week, the Danish minister for transport and energy, Fleming Hansen, called for a more effective IEA to deal with a comprehensive analysis as a foundation for implementation of measures. He mentioned the World Energy Outlook, but the Energy Technology Perspectives is probably more to the point.
At the same time, the EU energy commissioner, Andris Piebalgs, called for an International Agreement on Energy Efficiency, but was rather vague on what such an agreement could accomplish. He asked for an "executive body charged with studies and monitoring of its implementation" and also pointed to the IEA as a resource.

An information gateway for renewable energy and energy efficiency
Internet surfers searching for information on renewable energy or energy efficiency have a new gateway at their disposal. In January, the Reegle Web site went live. Reegle makes use of the most important Internet sources in the sector, of knowledge partnerships, as well as its own database. It has global coverage and provides specific country details.
Reegle contains:
